
Kovari Island Nutritional & Agricultural Protocols
A supplemental law doctrine enforced by the Guardians and monitored by the Sector 9 Nutritional Authority
I. Purpose & Oversight
The Nutritional & Agricultural Protocols exist to ensure the survival, health, and biological stability of all inhabitants of Kovari Island. Food production, distribution, and consumption are strictly regulated to prevent contamination, mutation, imbalance, or bio-weaponization.
All food-related systems are subject to Guardian enforcement. The Sector 9 Nutritional Authority (S9-NA) oversees regulation, data tracking, and operational automation.
II. Hoophouse Regulation
1. All consumable plant matter must be grown in registered hoophouses.
Wild-grown crops are strictly prohibited and classified as environmental hazards.
2. Hoophouses must meet the following minimum standards:
Fully sealed environments with atmospheric control
AI-monitored nutrient delivery systems
UV-modulated growth cycles
Containment shielding against genetic drift
3. Certification & Inspection
Every hoophouse must be registered with the S9-NA and undergo monthly data audits. Random Guardian inspections are permitted without notice.
4. Prohibited Practices:
Genetic experimentation without Guardian clearance
Splicing of wild DNA or mutated strains
Unauthorized biotechnical integrations
5. Violation Penalties:
First Offense: Fines & hoophouse seizure
Second Offense: License revocation & neural tagging
Third Offense: Relocation or Erasure, depending on threat level
III. Permitted Animal Products
Only the following animal-derived consumables are authorized on Kovari Island:
Chicken (registered free-roaming strains, drone-monitored)
Eggs (from non-mutated poultry only)
Dairy (from closed-loop production systems)
No other meat or animal product is permitted. Livestock not on the authorized list are to be reported and neutralized.
Synthetic facsimiles of illegal meats must be clearly labeled and require special clearance.
IV. Immortal Nutrition (Sector 9)
1. Immortal Nutrition is the sole producer of Guardian-certified, shelf-stable nutrient blends for wide distribution. These meals:
Are grown, synthesized, and packed in subterranean facilities beneath Sector 9
Meet all Guardian nutritional thresholds for all known hybrid, synthetic, and mutated species
Have a shelf-life of 12 years
2. Distribution System:
Automated trucks operate on timed schedules through pre-cleared Guardian zones
Each vehicle is protected by a non-lethal Guardian drone
No human operators are involved
3. Tampering or hijacking of Immortal Nutrition vehicles or storage is a Class B Offense punishable by forced labor, exile, or identity flagging.
4. Elite District Access:
Thornway, Sablewood, and Masquerade Quarter have access to enhanced Immortal Nutrition supplements including mood regulation, performance boosters, or appearance stabilizers. These are unavailable elsewhere.
V. Ration Tiers & Wastelander Policy
1. All legal citizens receive food access based on their district’s classification:
Tier 1: Thornway, Sablewood, Masquerade Quarter
Tier 2: Carnivale, Blackreach, Sector 9
Tier 3: Transitional Districts or flagged individuals
2. Exiles and Wastelanders do not receive rations.
They are considered outside Guardian nutritional jurisdiction
Any attempt to intercept trucks is logged as a security breach
VI. Food Black Market Clause
The existence of unauthorized food networks is considered a direct threat to the health and social stability of Kovari Island. Black market food sources:
Often originate from illegal hoophouses or scavenged wasteland biotics
May contain mutagens, viral agents, or unregulated enhancers
Undermine Guardian control and ration equity
Possession, sale, or distribution of black market food is a Class B or A Offense, depending on scale:
Small-scale violators are fined and monitored
Large-scale operations face Erasure or Forced Relocation
Rumors of rogue delivery drones or corrupted Immortal Nutrition units are investigated and neutralized without warning.
VII. Final Enforcement Clause
All food-related infractions are logged in the Guardian Codex. Pattern violations may result in escalated punishment, including Forced Relocation or permanent Erasure.
Food is life. Food is law. The Guardians will protect both.
